The Scott County Community Development Agency Offices redefine what a civic workplace can be, creating a welcoming public destination that strengthens both community services and employee well-being. Located on the former Central School site in Shakopee, the project anchors a larger redevelopment that also includes Legacy Central, a 60-unit senior housing community.
The building is thoughtfully organized to balance accessibility and security. Public services, meeting spaces, and flexible community rooms welcome residents near the main entrance, while staff work areas provide privacy and support focused collaboration. Warm wood finishes, residential-inspired roof forms, and abundant daylight create an environment that feels approachable, reinforcing the agency’s mission to serve the community with openness and care.
Redevelopment of the long-vacant site transformed an underutilized property into a vibrant civic asset through environmental remediation, improved stormwater management, and pedestrian-friendly design. The result is a workplace and community resource that strengthens neighborhood connections while supporting Scott County’s commitment to housing, public service, and long-term community investment.
